President Putin says Russia will not stoop to America's level by expelling diplomats, after Barack Obama unveiled a raft of sanctions at Moscow over alleged interference in the presidential election. Mr Putin also says he's planning to restore relations with the U.S. based on the policy Donald Trump adopts after he's sworn in. Obama's team earlier ordered 35 Russian diplomats and their families to leave the U.S. - even though questions remains over whether American intelligence agencies can genuinely back up their hacking allegations.
