President of the Catalan Parliament Carme Forcadell is making a statement in Barcelona commenting on Spanish Prime Minister Mariano Rajoy’s earlier statement. Rajoy’s cabinet invoked Article 155 of the Spanish Constitution which allows Madrid to intervene and impose direct rule when one of Spain’s seventeen autonomous regions does not abide by the law. The move still awaits Senate approval.
