The politicians say it's in response to the sanctions launched against Russia; Russia is cutting funding for the development of an HIV vaccine - despite researchers saying they are ready to move to the second phase of clinical trials, and the virus becoming an ever bigger problem in the country; The International Economic Forum has kicked off in the Swiss ski resort of Davos.
